🔥 The Shift: What It Means For The World
Export controls reach beyond borders. The law applies to foreign-made items that “contain, integrate, or mix in” Chinese rare earths such that those rare earths make up ≥ 0.1% of the item’s value.
Defence & semiconductors locked down. Exports destined for military users are likely to be rejected. Semiconductor and AI-adjacent applications will face case-by-case scrutiny.
The rule is already active. Some measures are already enforced; others fully kick in December 1, 2025.
The Chinese narrative: national security. Beijing claims the move is to “safeguard national security and national interests.” Dual-use risks are cited.
A supply chain choke point. China dominates refined rare earth processing globally (~90 %) and already controls much of the magnet production for advanced tech.

Sovereignty of tech is dead. It doesn’t matter where a product is manufactured. If a Chinese component, material, or process is inside it—even as a fingerprint—China owns the right to approve it.
