On July 7, 1971, Paul Volcker traveled to the Netherlands to urge Jelle Zijlstra, the head of the Dutch central bank at the time, to withdraw a request to exchange $250 million for gold.
Zijlstra refused, explaining that he kept dollars solely for operational purposes. Volcker warned him,
“You are rocking the boat,”
to which Zijlstra retorted that if such a modest gold conversion could destabilize the system, then the system was already beyond saving.
Just over a month later, on August 15, 1971, the United States officially halted the dollar’s convertibility into gold.
