But every warning also reveals what regulators fear most.
The Bank of Russia continues to classify cryptoassets as high-risk, citing volatility, the absence of identifiable issuers or jurisdictional guarantees, and sanctions-related risks.
More recently, the central bank proposed including cryptocurrencies in prudential calculations for brokers, trustees, forex dealers and crypto exchange offices, with crypto holdings capped at 25% of assets used in the calculation.
My Take: This is less about declaring crypto irrelevant and more about containing its financial impact. Russia has simultaneously moved toward a regulated crypto framework, allowing qualified investors broader access while imposing limits on non-qualified investors.
That creates an important contradiction: crypto is being treated as risky enough to require tighter controls, yet important enough to build regulated infrastructure around.
Binance market data currently shows risk appetite remains active, with XRP, SOL and ETH all trading higher over the past 24 hours.
The bigger signal is clear: regulation is no longer simply about stopping crypto, but controlling how deeply it enters the financial system.
