Russia is redirecting Kazakh oil exports from the Baltic port of Ust-Luga to the Black Sea port of Novorossiysk, freeing capacity to increase Russian oil exports via the Baltic Sea, amid a growing security risk in the Black Sea, Reuters reported, citing four sources.

"Kazakhstan exports oil both via Novorossiysk and via Ust-Luga. However, Moscow wants, starting in late August and at least through the end of September, for all transit volumes of Kazakh oil to be routed through the Black Sea," sources told Reuters, who are familiar with the situation.

The move will allow Russia to replace the Kazakh oil volumes at Ust-Luga with its own oil.

At the same time, due to Ukrainian drone attacks, Russian exporters are finding it harder to find tankers for cargo at Black Sea ports.

According to three sources, at least two lots of KEBCO oil that were due to be loaded at Ust-Luga by late August have already been diverted to Novorossiysk.

The agency’s contacts added that, in September, no KEBCO loading at all is expected at the Baltic port.
This will free up roughly 100,000 barrels per day of export capacity at Ust-Luga for Russian oil.

Russia and Kazakhstan’s energy ministries did not respond to requests for comment.

"Russian exporters are having trouble finding tankers for loading in the Black Sea, since many shipowners, due to security risks, do not want to transport Russian oil in this region.
A shortage of vessels is already causing delays in the loading of oil lots," two sources said.

Transport of Kazakh oil is considered less risky, so it is easier to find tankers for it.
