Circle reported results for the third quarter of 2026: USDC transaction volume on blockchains reached $13.9 trillion, up 49% from a year earlier. Revenue and reserve income rose 17% to $865 million.
The company also signed a definitive agreement to acquire payments platform Tazapay to expand cross-border payments. The deal is expected to close in 2027, subject to regulatory approval—it has not yet been completed.

⚖️ SEC CLARIFIES CANTON COIN’S STATUS: AN IMPORTANT CAVEAT
On November 3, staff from the SEC’s Division of Corporation Finance called Canton Coin (CC) a “digital commodity” and said they would not recommend enforcement action over the issuance of tokens by validators and application providers under the described arrangement, without securities registration.
This is not a final decision by the full SEC, nor a blanket approval for all transactions involving CC: the position is based on the facts presented by Canton and could change under different circumstances. Source: the SEC’s official letter dated November 3.
Asset manager Schroders, with around $1.1 trillion in assets, has launched tokenized access to an emerging markets bond strategy through Centrifuge. This is its first fund on Solana, CoinDesk and The Block reported on November 4.
Investors receive tokenized shares in a separate intermediary fund, which invests in an underlying Schroders fund—not directly in the bonds themselves. This expands tokenization beyond U.S. Treasury securities and money market funds, but does not mean demand for SOL will automatically increase.
⚖️ COURT QUESTIONS CFTC’S AUTHORIZATION OF STOCK FUTURES
A federal court in New York indicated that the CFTC likely lacked the authority to authorize perpetual contracts on individual stocks for retail traders. The judge considered that such instruments are more likely subject to SEC oversight.
But the court declined to halt trading immediately: the plaintiffs failed to prove imminent harm. The proceedings are ongoing, and the CFTC’s response to the motion is due on November 6. This is not a final ruling on the legality of the contracts.

🏦 MORGAN STANLEY TOKENIZED U.S. STOCKS AND GOVERNMENT BONDS
The bank said it had become one of the first participants in a new DTCC service, effectively tokenizing U.S. stocks and Treasury securities. This is already a use of the infrastructure launched on October 28, not just a plan.
The tokens are backed by securities held in custody at DTC and preserve owners’ rights. The service is intended for eligible market participants; this does not mean that any investors can now freely trade these assets around the clock.

⚖️ CASH APP AND THE U.S. JUSTICE DEPARTMENT: BLOCK PREPARES $764M PAYMENT
Block, the owner of Cash App, disclosed a preliminary agreement with the U.S. Justice Department in a case involving alleged violations of anti-money laundering rules. After crediting previous settlements, the potential payment would be about $764 million.
The proposal provides for a three-year deferred prosecution. But a final agreement has not yet been reached: final documents and court approval are still needed. Separately, Block reported that gross profit from its bitcoin business fell by half in the third quarter, to $52 million.
🚨 ANOTHER CRYPTO EXCHANGE HACKED — BITMART CONFIRMS ATTACK
BitMart founder Sheldon Xia admitted that the exchange was hacked on November 2. According to him, the losses were small, but the company has not yet disclosed the exact amount.
There’s an interesting detail: Bitquery analysts spotted transfers from an address labeled as a BitMart wallet to an address linked to the attack on Brazil’s Mercado Bitcoin. A connection between the two hacks is possible, but has not yet been proven.
BitMart is already undergoing restructuring, and its founder says the company lacks security staff. It is not yet known exactly how the attack happened or whether customer funds were affected.
On November 4, the ruling party officially proposed postponing the launch of a tax on cryptocurrency income.
What we know: 1. 📅 The tax is currently set to take effect on January 1, 2027. 2. 💸 The rate is 22% on annual profits exceeding 2.5 million won (about $1,880). 3. 🏛 They want to first pass a basic law on digital assets and give exchanges time to prepare.
But there’s a catch: the tax has not yet been canceled or postponed. This is the party’s proposal, and a decision still needs to be made.
⚡ WHILE WE SLEPT: U.S. ELECTIONS AND BITCOIN’S WILD SWINGS
What happened overnight on November 4:
1️⃣ 🗳 Democrats are set to regain control of both chambers of the U.S. Congress, according to Reuters. For the crypto market, this raises new questions about the outlook for regulation—but no new bans were introduced overnight.
2️⃣ ₿ BTC first approached $78,000, then plunged to around $75,700 before bouncing back to $77,700. The sharp reversal coincided with the vote count; it’s impossible to prove a single cause for the move.
3️⃣ 📉 Volatility also affected other markets: Nasdaq 100 futures fell by as much as 2.3%, the dollar weakened, and demand for U.S. government bonds rose.
The takeaway: the market’s initial reaction isn’t the final word. We’re watching for new decisions rather than guessing from a single candle.
The Bank of Russia clarified the rules for crypto exchangers: registered operators may conduct transactions through DeFi protocols and account for assets held in wallets outside Russian digital depositories.
The regulator explained that these operations do not fall within the statutory definition of “circulation of digital currencies.” This clarification is for professional participants, and does not отмена restrictions for private investors.

🔐 Binance has revealed a new timeline of the $6.3 billion hack.
According to the exchange’s report, the attack began back in June with an infected program. In September, another engineer was lured into a fake job interview and tricked into downloading malicious code. Later, the attackers used stolen credentials and an internal AI tool to access the wallet systems.
On October 29, they withdrew 233.46 million XRP in four minutes, followed by other assets. Binance says it will reimburse customers for their losses. Source: Binance report, as reported by Reuters on November 3.
🇫🇷 France has once again postponed a vote on the revenue side of the 2027 budget: parliament still has hundreds of amendments to consider.
An important detail for cryptocurrency holders: on October 30, lawmakers rejected two amendments proposing a tax on unrealized gains from crypto assets when moving abroad. The votes were 27 to 55 and 31 to 60.
Meanwhile, a separate amendment on taxing exchanges of cryptocurrencies for stablecoins remains part of the budget discussions. It has not yet become law.

🇺🇸 The US has authorized trading in perpetual futures on individual stocks to begin.
On November 3, CFTC Chair Michael Selig said that these contracts may be traded on exchanges registered with both the CFTC and SEC. The regulator previously opened the door to perpetual futures on Bitcoin; now it has done the same for individual stocks.
Important: this is approval for the instrument to be traded on eligible platforms, not confirmation that it is already available through every broker. Oversight remains shared between the CFTC and SEC.

⚠️ Lisk shut down the Lisk Chain network on November 2. The portal and Lisk Bridge are no longer operational.
If you have assets remaining on the closed network, their recovery is not currently guaranteed. The team plans to launch a manual claims process in January 2027, but no detailed terms are available yet.
The Lisk project itself has not shut down: the LSK token continues to exist on the Ethereum network. This is a blockchain shutdown, not a token cancellation.
🔐 Liquid has fully restored bitcoin backing for LBTC following the September incident.
Liquid Federation reported that reserves once again cover the issued LBTC at a 1:1 ratio. In September, an error in Elements led to around 4,000 BTC being withdrawn from the network; 3,400 BTC were later returned. Restoring the reserve does not mean that all the withdrawn coins were recovered.
BTC and LBTC swaps through participating providers are now available, while direct withdrawals through the federation are still subject to tighter restrictions.
🏦 Consensys introduced Sovereign Network Interoperability — tools for settlements between separate banking blockchains.
The system coordinates settlements in tokenized securities, currency payments, and collateral transactions without transferring assets through bridges: they remain on their original networks.
Connections to EVM networks are currently available; support for Canton is only planned. No real client settlements using the new product have been reported yet.
📰 The Ethereum Foundation has launched a website about using Ethereum in government and public services.
One example is digital identity in Bhutan: credentials remain in users’ wallets, while the Ethereum network helps verify their authenticity without publishing personal data on the blockchain.
This is not the launch of a new government product, but a collection of real-world use cases and resources for organizations.
🚨 BTCPay Server confirmed BTC and LTC thefts from hot wallets on installations running version 2.4.1 or older.
For owners of these servers, simply updating is not enough. The project recommends transferring the remaining funds to a new wallet, deploying a clean server, and replacing access keys. No such attacks were detected on installations already running version 2.4.2 or newer by November 1.
