• Phased approach: starting from early 2025, charitable organizations, universities, and law enforcement agencies will have the opportunity to sell crypto donations through exchanges  . This is already the third step since the ban on institutional transactions in 2017.
• The second phase will start in the second half of 2025: up to ~3,500 public companies and professional investors will gain access to 'real-name' accounts and will be able to trade crypto in a pilot mode
