"Make the effort and rely on God" means that a person should exert effort and take the necessary measures to achieve their goals, while depending on God for their realization and trusting Him with the outcomes. It is the combination of taking action and relying on fate; the former is work and diligence, while the latter is trust in God and surrendering the matter to Him.
