This refers to bitcoins that have been confiscated from criminals. Their total is estimated at 200,000 (which is approximately 17 billion dollars at the current exchange rate), but a detailed audit has never been conducted. The bitcoins added to the reserve are not subject to sale - they will be held as a means of savings.
