Russia's proposal to add cryptocurrency transactions to its anti-money-laundering (AML) framework could mark another major step toward tighter crypto oversight. The move signals growing government attention to how digital assets are transferred, monitored, and potentially used for illicit financial activities. The proposal was presented at a United Nations asset-recovery working group meeting in Vienna. Russian officials highlighted that investigators already use specialized resources from Rosfinmonitoring, the country's financial intelligence agency, to trace crypto transactions and collect evidence. The Investigative Committee also reported that authorities seized more than $486 million in corruption-related assets during 2026, although this figure is not limited to cryptocurrency. Why this matters for crypto: If the proposal develops into a formal framework, it could strengthen transaction monitoring, increase cooperation between financial intelligence agencies, and make it harder to use digital assets to conceal illicit funds. However, this is currently a proposal, not a newly enacted law, and no specific implementation timeline has been announced. Thursday was ugly. An AI-led selloff dragged the S&P 500 down 4.4% and pushed the Nasdaq into a correction, with the chip index losing about 12% in a single session. Bitcoin slid from about $80.7K to roughly $75.5K, around $1.25 billion in leveraged positions were liquidated (nearly 90% of them longs), and the Crypto Fear & Greed Index fell to 28, down from 71 a month ago. When prices drop this fast, the first question is always the same: where does it stop? A lot of eyes are on $65K.
Why $65K keeps coming up
It isn’t a random round number. Three things stack up around it.
It sits right above this year’s lows. Bitcoin’s 2026 lows are about $60K from February and about $58K from late June. $65K is the first big shelf above them, and when price slid in early June it was the level analysts kept naming as the line to watch.
Analysts flagged it early. In February, Compass Point saw a likely bottom in the $60K–$68K band, with strong long-term holder support around $65K. Fidelity’s Jurrien Timmer had pointed to the $65K–$70K area as a level to watch this cycle.
It sits near old resistance. The previous cycle’s high was around $69K. Old highs often turn into support, though they don’t have to.
Where price is now
Bitcoin is sitting on a dense cluster of cost bases: the short-term holder cost basis near $75.7K and the True Market Mean near $77.7K (Glassnode, November 4), plus the 200-day average around $76.5K. A band of long liquidations also sits between $73K and $76K. If that cluster gives way, there isn’t much structure underneath. Compass Point called the $70K–$80K range an “air pocket” back in February. That is why the next real zone sits about 14% below today’s price.
The case for the zone
The cost-basis safety net. Glassnode notes this bear market never closed below the Realized Price (about $53.6K at the end of Q3), unlike 2018 and 2022, and that long-term holders had largely stopped selling at a loss by October.A leverage reset. Extreme swings have often come near bounces, but fear can also deepen, so it’s a clue, not a signal.
What could break it
Equities. Bitcoin has been trading like a high-beta tech asset. Compass Point said deeper downside would likely need a broader US equity bear market, and the Nasdaq is now in correction. Friday opened with a circuit breaker in Seoul and a drop of about 7% at the open in Tokyo.Rates and oil.
