Read that as a standalone workstream, not a footnote. Treasury is not only asking financial institutions to migrate. It is asking them to account for the readiness of the technology providers underneath them.

Switzerland got there first. FINMA already tells supervised institutions to assess supplier PQC readiness, write it into contracts, and hold exit strategies for vendors who cannot keep pace. Different jurisdictions, different mechanisms, same conclusion, six weeks apart.

And the best line of the announcement did not come from Treasury. It came from Deborah Guild, chair of the Financial Services Sector Coordinating Council and head of technology at PNC.

Post-quantum cryptography readiness is no longer a future-proofing exercise. It is a present-day risk control.

That is the sector's own coordinating council chair. Not a vendor. Not a researcher. Moving PQC out of the roadmap column and into the controls column.

Here is the practical problem underneath workstream two. Every technology provider you use will tell you they are quantum ready. Assessing that claim means testing the implementation, not reading the datasheet. Most institutions have no way to do that, and asking a vendor to grade itself is not an assessment.
