-Reduces quorum requirement by ~25M $ARB, no smart contract changes required.
-Temporary but thoughtful adjustment while long-term reforms (like flexible quorum 👏🏼) are explored.

2. Register Sky Custom Gateways (USDS / sUSDS):

Congrats @jerallaire and the entire @Circle team! It's been an honor to see your journey since my first days in crypto and @PanteraCapital's first investment in Circle in 2014.

Building the world's most open, efficient, and accessible money layer is one of the most important missions of our lifetime.

We've only finished one decade of this multi-decade journey. Today, Circle's successful IPO (what a day!) shows us that the end state is inevitable.

A go-live offering will need to solve for a compatible pre-confirmation layer, but everything else fits.
