Federal Modernization with AI
The U.S. General Services Administration (GSA) announced that all federal agencies will gain immediate access to ChatGPT for use in workflow optimization, document handling, and automation of routine administrative tasks.
This move is directly aligned with the White House’s three-pillar AI Action Plan, which aims to modernize government operations, foster AI innovation, and secure American AI dominance.
Concerns Over Data Privacy and AI Governance
Despite the innovation push, AI critics are voicing concerns over civil liberties and data privacy. In 2023, the U.S. Space Force suspended generative AI tools like ChatGPT, citing national security concerns.
Officials have warned that LLMs like ChatGPT pose risks due to centralized data processing and surveillance vulnerabilities. OpenAI CEO Sam Altman recently said that ChatGPT conversations lack privacy protection and may be used as legal evidence.
European leaders, such as Sweden’s Prime Minister Ulf Kristersson, have also faced backlash for relying on AI for policy guidance, adding to global scrutiny over government-AI integration.

연방기관에 AI 통합, ChatGPT 계약 체결
미국 정부 조달청(GSA)은 8월 7일(현지시간), 전 연방기관이 단 1달러의 비용으로 ChatGPT 엔터프라이즈 버전에 접근할 수 있는 협약을 체결했다고 밝혔다. 이를 통해 각 기관은 AI 플랫폼을 자율적으로 통합·활용해 행정 효율성을 높일 수 있다.
이번 협약은 백악관이 최근 발표한 ‘AI 액션 플랜’ 3대 기조 중 하나인 ‘정부 운영 혁신’을 직접적으로 지원하는 조치다. AI 전략에는 미국을 AI 산업의 글로벌 선두주자로 만들기 위한 정책 기조가 포함되어 있다.
개인정보 보호·보안 우려 여전
하지만 AI 기술의 행정 시스템 도입에 대한 우려도 크다. 특히 민간과 공공 데이터를 AI가 학습하거나 처리하는 과정에서 개인정보 유출, 검열 및 내러티브 통제, 사이버 보안 등 부작용이 제기되고 있다.
미 공군 산하 우주군(Space Force)은 2023년 민감한 정보 유출 우려로 ChatGPT 등 생성형 AI 도입을 중단한 바 있다. 당시 기술·혁신 부국장 리사 코스타는 “AI 도입을 위해선 데이터 보안 표준을 전면 재정비해야 한다”고 언급했다.
스웨덴 총리 울프 크리스테르손이 AI 조언을 정책에 반영한 사실이 알려지며, AI 의존도에 대한 논란도 유럽에서 이어지고 있다. 스웨덴 총리실은 “AI는 기밀이나 국가안보 관련 정보를 다루지 않았다”고 해명했지만, 우려는 여전하다.
오픈AI의 샘 알트만 CEO 역시 최근 “ChatGPT 대화 내용은 사법기관의 영장 하에 증거로 사용될 수 있다”고 언급하며, 이용자 개인정보 보호가 적용되지 않는다는 점을 경고했다.
