Putin signed a law on the mass implementation of the digital ruble

Vladimir Putin signed a law requiring banks to implement the ability to conduct operations with the digital ruble, as well as to provide clients with a universal QR code.

Starting from September 1, 2026, the obligation to implement a universal QR code will fall on all banks. Systemically important and key players in the payment market, as well as their clients — large retail chains, service providers, and aggregator owners with an annual income exceeding 120 million rubles must ensure the ability to accept digital rubles.

In the future, this obligation will be extended:

🗓 from September 1, 2027, for banks with a universal license and their clients (sellers of goods, service providers, and aggregator owners) with an annual revenue of 30 million rubles;

🗓 from September 1, 2028, for other banks and sellers (service providers, aggregator owners).

At the same time, companies with an annual revenue below 5 million rubles are exempt from providing the ability to pay with digital rubles.

According to Anatoly Aksakov, head of the State Duma Committee on the Financial Market, the implementation of the digital ruble and universal QR code will make cashless payments more accessible and cheaper. He emphasized that the use of digital currency will remain voluntary, while traditional payment forms — cards and cash — will continue to exist.
