Finland does not mine BTC.
It does not use it as a reserve.

👉 It confiscated it. It auctioned it. And it turned it into humanitarian aid.
Between 2016 and 2021, the Finnish government confiscated 1,889 BTC from criminal activities on the dark web. And in 2022, it officially sold them for over $75 million.
