Vietnam implements a strict encryption policy through a comprehensive legal framework:

In April 2022, the Ministry of Defense adopted mandatory technical specifications for civilian encryption technologies (IPSec and TLS) through Circular No. 23/2022/TT-BQP. Transactions using encryption tools without appropriate licenses are prohibited, and licensing procedures for imported and officially sold products are tightened, with fines of up to 50 million dong imposed. Under the Data Law (2025/QH15), this framework will take effect on January 1, 2026, covering data encryption during storage and transmission within the national infrastructure. Additionally, Deep Packet Inspection (DPI) is applied through service providers for national security purposes.
