The U.S. Bureau of Industry and Security (BIS) announced the repeal of the "AI Deployment Rule" enacted by the Biden administration, tightening export controls on advanced electronic chips used in training AI models. The measures include:
- Imposing mandatory export licenses for chips intended for military uses or weapons of mass destruction in China and D Group countries:5.
- Warning companies against providing indirect support through cloud infrastructure.
- Guidelines to enhance due diligence in customer and infrastructure checks to avoid violations.
- Explicit warnings against using Chinese chips (such as Huawei Ascend 910) manufactured with the potential to violate U.S. restrictions, exposing companies to penalties even if unaware.
BIS recommends companies to examine supply chains and adopt strict compliance programs, including voluntary disclosure of any potential violations.
