There is also a supply issue. The underlying PEPE has roughly 413.77T circulating tokens according to CoinMarketCap.
Because 1000PEPE = 1000 PEPE, a 1000PEPE price of $1 corresponds to PEPE itself reaching $0.001. At ~413.77T supply, that implies roughly a $414B market cap.

My honest view

$1 is mathematically possible, but it is an extreme-cycle target, not something this chart currently supports. A much more logical progression would be to watch whether it can reclaim 0.0053, then 0.008–0.011, and eventually challenge 0.028.

If you're holding specifically for $1, don't treat it as a normal technical target—it's a very high-risk, extreme-upside scenario.
