- Key Points: Any institution issuing or promoting stablecoins in Hong Kong, or issuing stablecoins pegged to the Hong Kong dollar outside of Hong Kong, must apply for a license. Applicants must be registered in Hong Kong or authorized institutions and have paid-in capital of at least HK$25 million. Stablecoin issuers must establish a comprehensive risk management system. Their reserve assets must be high-quality, highly liquid, and carry minimal investment risk. They must also disclose information such as their reserve asset management policies to the public in a timely and comprehensive manner. - Transitional Arrangements: Existing issuers already conducting regulated stablecoin activities before the Ordinance comes into effect will enjoy a six-month transition period. Existing issuers that have submitted and been approved for registration may conduct the relevant regulated stablecoin activities within the first six months (i.e., until January 31, 2026) and will obtain a provisional license before February 1, 2026.
- Supporting Guidelines: On July 29, the Hong Kong Monetary Authority issued the "Guidelines on the Supervision of Licensed Stablecoin Issuers" and the "Guidelines on Combating Money Laundering and Countering the Financing of Terrorism (for Licensed Stablecoin Issuers)," which were gazetted on August 1. The guidelines stipulate that licensed stablecoin issuers must strictly prohibit the provision of services to restricted jurisdictions and must implement technical controls to identify and prevent customers from using tools such as VPNs to mask their geographic locations.
