These regulations improve the management system for commercial passwords, stipulating that password management departments at or above the county level are responsible for managing commercial password work in their respective administrative regions. At the same time, they promote technological innovation and standardization in commercial passwords, improve the commercial password testing and certification system, strengthen the management of electronic authentication services using passwords and electronic government electronic authentication service activities, regulate the import and export management of commercial passwords, and encourage citizens, legal persons, and other organizations to use commercial passwords in accordance with the law to protect network and information security.
