美国突然以《反俄法案（S.1241）》为由放话：若中国继续购买俄石油，将对相关企业征收最高500%关税，企图切断俄能源资金来源、施压中国。 但不到24小时，中国便强硬回击：外交部明确表示能源采购是自身需求，不接受外部干涉；同时，大连港等接收超240万吨俄原油，用实际行动表明立场。 中国有底气坚持的原因在于：俄油价比中东低15%，对炼厂吸引力大；结算多采用“人民币+卢布”，绕开美元体系。此外，中方还提出反制：若美方加税，将对美出口关键商品对等征税。 美国此举或与国内选举相关，试图兑现“遏制中俄”承诺，但效果有限。俄罗斯明确称与中国能源合作不受影响，印度、马来西亚等国也在扩大与俄能源合作，美国“二级制裁联盟”响应者寥寥。 尽管美方将7家中国能源公司列入“观察名单”，但中国上半年自俄进口原油仍增长7.6%，能源结构“脱美元化”趋势明显。这表明，在国家能源利益上，中国不会因外部施压退缩。
