This is an important measure for China to uphold multilateralism and promote joint consultation, construction, and sharing in global governance. It is also a practical action in response to the calls from the Global South to help bridge the digital and intelligence divide and promote the benevolent and inclusive development of artificial intelligence. The initial consideration is for the organization’s headquarters to be located in Shanghai.
