1. Condemn Russia's actions

2. Limit cooperation with the Russian Federation

3. Fully open its market to goods and services from the EU

4. Restrict state support for manufacturers from China

5. Cease research in areas where China has an advantage

6. Return rare earth minerals to global markets and supply them openly and without restrictions in the future
