2. Key Agenda Items

Rare earth export controls: China diminished exports by ~34.5% in May compared to last year—the sharpest decline since early 2020—and has temporarily resumed exporting rare earth minerals and magnets following direct talks .

Tech export controls: The U.S. is cautiously considering easing some semiconductor export restrictions (excluding highest-end Nvidia chips), while China demands access to aerospace technologies and chips for domestic programs .

Tariff rollback framework: Talks build upon the Geneva truce from mid-May, where U.S. tariffs dropped from 145% to 30% and in turn China reduced theirs. The 90-day rollback window extends until August .
