It is the main network on which other solutions are built. Bitcoin $BTC , Ethereum $ETH , or Solana $SOL are Layer 1 because they have their own blockchain.

Ethereum is a Layer 1, and on top of it, dApps, tokens, and even other layers that enhance it (like Polygon) are created.
