A federal judge ruled on Wednesday that the Donald Trump administration cannot deport migrants to Libya unless they have a meaningful opportunity to contest their expulsion in court.

The order from federal district judge, Brian E. Murphy, in Massachusetts, comes after attorneys reported that immigration authorities had notified some migrants of their intention to deport them to Libya, an African country with a history of human rights violations.
