NFCC Publishes Updated Simultaneous Evacuation Guidance
The fourth edition of the Simultaneous Evacuation Guidance (SEG) has been released today, coordinated by the National Fire Chiefs Council (NFCC) in collaboration with various stakeholders. This latest edition replaces the previous version published in October 2020.
Developed by fire safety professionals, the SEG aims to reduce the ongoing and unnecessary use of waking watches. The revised guidance includes significant updates to discourage the use of onsite staffing—such as waking watches or evacuation management—where it is not proportionate to the risk.
Key objectives of the updated guidance include:
Helping Responsible Persons understand the full decision-making process before changing an evacuation strategy.
Emphasising the importance of engaging with residents.
Ending the blanket, risk-averse application of on-site staffing solutions when they are not justified by the actual risk.
Mark Hardingham, Chair of the NFCC, highlighted the extensive consultation process behind the revision:
“Over 500 comments were received from stakeholders and leaseholder groups. The new edition provides clearer distinctions between general fire safety responsibilities and more intensive activities like continuous patrolling.”
He also noted a positive trend in the sector:
“Data from English Fire and Rescue Services shows a 63% decrease in buildings with a waking watch—from 773 in June 2021 to 288 in March 2022. This is a move in the right direction, and I hope it continues.”
