According to internal documents revealed by WIRED, the Trump administration planned to rename USAID to IHA (International Humanitarian Assistance) under the Department of State and use blockchain technology to manage the distribution of aid, in order to enhance security and transparency.

Blockchain will be implemented in:

- Procurement and resource allocation processes

- Using stablecoins or on-chain tracking tools to manage aid

However, this idea is still controversial, as many experts argue that blockchain is not really necessary and could create a burden when applied to small organizations.
