Direct budget support for Ukraine from the US amounting to $30 billion was used effectively and in accordance with specified goals.
This was reported by the Accounting Chamber based on the results of four audits. "The Accounting Chamber, within the framework of four audits, carried out a check on the use of part of the direct budget support from the US to Ukraine. The results of the audits, conducted with the support of the Center for Audit Excellence of the US Government Accountability Office, confirmed that the financial support provided to Ukraine by the US was used effectively and in accordance with specified goals," the statement says.
It is noted that the total amount of direct budget support provided by the US government during 2022 - 2024 amounted to over $30 billion.
These funds were implemented through several key agreements:
project "Support for government spending to ensure sustainable public governance in Ukraine" (PEACE in Ukraine) - $27.05 billion, of which for the Pension Fund of Ukraine - $12.7 billion;
additional agreement No. 8 to the Agreement on the implementation of the development task - $1.7 billion;
grant from the Multilateral Donor Cooperation Target Fund - $1.1 billion.
In particular, the financial audit of the Multilateral Donor Cooperation Target Fund grant confirmed the accuracy of the financial reporting and found no violations in the receipt and accounting of funds.
The audit of the effectiveness of direct budget support from the US Government for the vital needs of the population showed targeted use of funds, particularly for the payment of educators and medical workers. It was recommended to improve the verification of recipients and establish data exchange between state registries.
#Аудит support of the healthcare system confirmed that $1.7 billion was correctly directed towards financing state guarantees of medical care, but it was recommended to strengthen the internal control of the NHIF to avoid overpayments.
As a result of the audit of the Pension Fund of Ukraine, it was established that $12.7 billion within the framework of the PEACE project was used for its intended purpose, ensuring stable pension payments to more than 10 million pensioners during wartime.
As a result of the audits conducted, recommendations were given for improving internal control, increasing the transparency of financial processes, establishing mechanisms for verifying social payments, and improving the accounting of aid recipients.
Substantial results have already been achieved in implementing the recommendations, noted the Accounting Chamber. In particular, in 2024, UAH 14.6 million ($500,000) was returned to the budget due to overpayments for the medical service package. Additionally, the internal audit department of the NHIF discovered an overpayment of UAH 46.8 million ($1.6 million), of which UAH 4.3 million has already been refunded as of March 5, 2025.
Moreover, the Ministry of Economy of Ukraine verified individuals who unlawfully received assistance through the eSupport program. UAH 122.7 million ($4.2 million) was refunded from 19,000 people.
