Negative news is not a big deal; the important thing is that last time there was a part of a panic spike (part of it was a decline due to reduced liquidity expectations) that bought and sold with confidence when prices rose (some people fantasize about the speculative season and the White House meeting again when prices recover).
Right now, there is no panic spike, which doesn't mean you must have a panic spike to buy; sometimes it really can't go down, but it means that buying with a panic spike is relatively more certain.
