I'm Trumph but doesn't this look like a dictatorship?

After DeepSeek caused US companies to lose $$ 1 trillion in stock market capitalization, a new bill introduced by Republican Senator Josh Hawley aims to ban people from using the Chinese chatbot in the United States with severe penalties ranging from fines of $$ 1 million to prison.
The law proposed by Hawley proposes that US citizens be banned from importing any technology or intellectual property developed in China under penalty of up to 20 years in prison and a fine of up to $$ 1 million. In the case of companies, the fine could be up to $$ 100 million.
Although the law does not mention DeepSeek, it is clear that it aims to curb its use in the United States, where the app is one of the most downloaded on Google Play and the App Store. Since it is still a bill, it is not yet valid, as it needs to be voted on and approved by the US judicial system.
Texas is the first state in the country to ban the use of the tool with the following speech by Governor Greg Abbott after signing a local law that applies to government agencies.
NASA has also banned the use of DeepSeek on US government devices and networks, a move followed by the Navy, while other states are considering whether to follow Texas' policy
