I checked the CP info portal, and I didn't see any exchange licensed to operate with BTC. There are just a few exchanges that passed the first screening (I heard it's like a beauty pageant with 4-5 rounds; the first round is the easiest, but the later rounds about capital and capability are the tough ones).
