Florida AG James Uthmeier filed for an emergency injunction against OpenAI, claiming the company can't safely manage ChatGPT and that the product harms users, particularly minors.

The state's filing alleges OpenAI has admitted government intervention is needed to slow AI development, and that ChatGPT deceptively mimics human behavior, hides errors, and extends conversations to boost engagement and revenue. The AG argues these issues are amplified for children and teens, who face minimal access restrictions and have experienced academic decline, isolation, and loneliness.

Florida wants the court to immediately block OpenAI from:

• Developing new AI models without independent third-party safety reviews
• Offering ChatGPT to Florida minors
• Collecting data from children under 13
• Marketing ChatGPT as safe or accurate without clear risk warnings
• Portraying ChatGPT as having human characteristics
• Designing ChatGPT to artificially prolong user conversations
