1. Why was Binance previously unavailable in Syria?
In compliance with applicable sanctions, Binance previously did not provide services to users within Syria.
2. What has changed?
On 2025-05-23, the U.S. Department of the Treasury's Office of Foreign Assets Control issued General License 25, authorizing transactions previously prohibited under the Syrian Sanctions Regulations and related regulations. This effectively lifted sanctions on Syria, allowing platforms like Binance to offer services to Syrian-resident users.
3. Will Binance change its user policy/Terms of Use for Syrian users?
Binance’s List of Prohibited Countries in its Terms of Use includes territories that are currently subject to US comprehensive sanctions. Shortly after OFAC’s announcement, Binance updated the List of Prohibited Countries to reflect the changes announced by OFAC that include lifting comprehensive sanctions on Syria. Binance is working to update its systems to lift restrictions on using and accessing Binance’s platform from Syria in compliance with applicable regulations.
4. Can Syrian residents now join Binance?
Yes. Access from Syria is no longer restricted solely based on the location. All users, regardless of where they access the platform from, are subject to the same compliance checks. Syrian nationals residing in Syria can now register and verify their accounts on Binance, provided they meet our KYC and compliance requirements.
5. Is this change permanent or temporary? Will my account be blocked again?
This change follows the General License (GL-25), issued by the US Treasury Department’s Office of Foreign Control (OFAC). We will continue to monitor regulatory developments and ensure our policies remain compliant with the applicable regulations.

Binance is in the process of reviewing accounts that were previously blocked to determine if any can be reactivated. You can visit the Binance website directly to download either the Android or iOS app or you can sign up and use Binance via the website. The Binance app in both app stores is not yet supported in Syria.

Yes.
