Senate Majority Leader Thune pushed a procedural vote in the final moments before the recess, and the CLARITY Act was ultimately delayed to September—meaning it wasn’t passed before the August recess.
My first reaction to this news was to check my XRP position.
Then I thought about it: this is not the same thing as a “bill dying.”
“Delayed to September” versus “permanently shelved” are completely different in a legislative context. A delay means: first, Thune specifically advanced the procedural vote before the recess, showing that Republican leadership is still moving this matter forward; second, all negotiation groundwork, revised text, and committee-passage records are preserved—so after the September reconvenes, there’s no need to start from scratch; third, the disagreements over the ethical provisions have narrowed, and the last revision draft shows both sides are looking for compromise space.
The way XRP is priced is the most directly tied to the CLARITY Act—years of SEC legal uncertainty have been resolved. The biggest remaining factor suppressing valuations is now the lack of clarity in the federal regulatory framework. With the legislative window reopening in September, the timetable for removing that suppressing factor has been pushed back, but not canceled.
Waiting is, of course, tough—but the direction of progress remains.
