U.S. President Donald Trump said he intends to provide Ukraine with a license to produce missile interceptors for the Patriot air defense missile systems. According to him, production could become possible within two or three months. If the initiative is carried out, it will be an important step toward strengthening Ukraine’s air defense system and reducing the country’s dependence on foreign supplies.

This is stated in an analytical review by the U.S. Institute for the Study of War (ISW), whose experts note that it is still unclear what specific type of missiles Ukraine will be able to produce under license. It could refer to modern PAC-3 interceptors designed to counter ballistic missiles, as well as to an earlier PAC-2 modification.

According to analysts, as of now the U.S. manufacturer of the Patriot missile systems has not yet received an official notification about providing Ukraine with the corresponding license. In addition, even after a political decision is made, time will be needed to build up a production base, arrange the delivery of the necessary components, and establish the entire technological chain.

ISW experts emphasize that deploying indigenous production of missile interceptors is a complex and lengthy process. The speed of implementing the project will depend on the availability of components, production capacity, and the ability of enterprises to quickly master the production of high-tech products.

The institute also draws attention to the ongoing buildup of Russia’s missile capabilities. According to ISW estimates, Russia can produce about 60–65 Iskander ballistic missiles per month, which helps it maintain a high level of intensity in missile strikes.

Analysts believe that until Ukraine can independently produce missiles for the Patriot systems, there may be a window of time during which Russia will try to take advantage to intensify attacks. In their view, it is during this interval that Moscow may seek to inflict the maximum possible damage on Ukrainian infrastructure and facilities, while air defense capabilities remain limited.

If the project is successfully implemented, licensed production of missiles for Patriot could become one of the most significant milestones in the development of Ukraine’s defense-industrial complex, enhancing the resilience of the air defense system and expanding the country’s capabilities to protect against ballistic threats.
