A Plasma chain operator only submits a small Merkle root (a cryptographic summary) to the main Ethereum chain (L1). The actual transaction data remains on the Plasma chain (L2). If a malicious operator stops publishing the transaction data, users cannot construct the necessary fraud proofs to challenge a bad state or withdraw their funds during the exit game. If the operator disappears or becomes malicious, all users must simultaneously exit to the main chain to secure their funds.
