On October 21, 2025, Taipei, Taiwan — In response to the severe disaster caused by the breach of the dam at Mataian River in Hualien County, Binance, the world's largest virtual asset ecosystem, announced the launch of a virtual asset charity donation program in collaboration with the Taiwan Blockchain Enthusiasts Association. The program raised a total of $117,210 in stablecoin USDT, which, when converted to New Taiwan Dollars, amounts to 3,571,631 TWD. All funds have been donated to the Disaster Relief Foundation under the Ministry of Health and Welfare of Taiwan for the '0923 Hualien Mataian River Dam Disaster Project Fundraising' account, to assist in disaster relief and reconstruction efforts.

Within a week of the disaster, Binance began collaborating and communicating with the Blockchain Enthusiasts Association. As one of the main initiators of the program, Binance Charity donated 100,000 USDT to contribute to the post-disaster reconstruction efforts in Guangfu Township. At the same time, at the invitation of Binance and the Blockchain Enthusiasts Association, several institutions and individuals also responded to the earthquake relief program, collectively raising an additional 17,210 USDT, showcasing the cohesion and philanthropic spirit of the blockchain and virtual asset community in the face of disaster.

Binance CEO Richard Teng expressed: "We extend our deepest condolences to the families of the victims and sincerely hope that all disaster-affected individuals can soon return to normal life. The post-disaster recovery efforts require ongoing involvement and attention from all sectors of society. We hope to gather more resources through concrete actions to provide comfort to disaster victims and assist in the quick recovery of the disaster area."

The Chairman of the Blockchain Enthusiasts Association, Gao Qijun, stated: "Charity knows no borders, just as blockchain has no geographical limitations. Through this cooperation with Binance Charity, we hope to integrate the application of blockchain technology into Taiwan's public welfare and charitable efforts. This not only provides tangible help to those in need but also opens up more possibilities for charitable donations in Taiwan."

Unlike traditional donation methods that primarily involve direct donations in fiat currency, this charity donation adopts stablecoin contributions. The USDT raised by this program will all be converted to New Taiwan Dollars through local virtual asset service providers in Taiwan, and ultimately donated to the Disaster Relief Foundation's designated account. The entire process adheres to the highest standards of transparency and compliance — this model not only opens up new pathways for Taiwan to accept virtual asset donations but also writes a new chapter for Taiwan's charitable efforts combined with blockchain technology.

Meanwhile, to express support for the many volunteers who spontaneously participated in disaster area cleanup efforts, Binance Charity will initiate an additional subsidy program, allocating $100,000 for all participating disaster relief volunteers to apply for subsidies, hoping to encourage society to continue focusing on the reconstruction and recovery process in disaster areas.
