In August, Arizona Congressman David Schweikert introduced the "2025 Privateering and Reprisals Against Fraudulent Farms Act," which offers privateers — pirates receiving government sanction — the means to combat cybercriminals threatening the United States.
The bill empowers the U.S. president to issue privateering licenses to "private armed and equipped individuals" hired by the government to "use all reasonably necessary means" to seize property and detain or "punish" cybercriminals whom the president deems a threat.
These threats include cryptocurrency theft, "pig butchering" fraud, ransomware attacks, personal data theft, unauthorized access to computers to gather confidential personal or secret information, password trafficking online, and malware infiltration of computers. The bill states:
"Criminal organizations engaged in cybercrime and forced labor represent an unusual and extraordinary threat to the economic and national security of the United States."
In the bill, fraud is classified as "acts of war" perpetrated by individuals, organized criminals, and foreign governments against the U.S., representing a revival of 18th-century law that could have implications for future cybersecurity and asset seizure if enacted.
In July, hackers lost over $142 million in cryptocurrency, and the total amount of stolen cryptocurrency in 2025 exceeded $3 billion. Stolen cryptocurrencies seized by U.S. law enforcement during investigations may subsequently be confiscated for the benefit of the state through court proceedings.
In January, U.S. President Donald Trump signed an executive order to create a reserve of bitcoins and cryptocurrencies that can accumulate cryptocurrency only through budget-neutral strategies or asset confiscation. In July, the U.S. federal government filed a civil lawsuit seeking the seizure of over 20 bitcoins (BTC) worth more than $2.3 million, seized by the Federal Bureau of Investigation (FBI) in Dallas, Texas, during an operation against a hacker group spreading the Chaos ransomware.
The U.S. Department of Justice (DOJ) also seized $1 million in cryptocurrency from a group distributing the BlackSuit ransomware in the same month.
In August, the DOJ authorized the seizure of $2.8 million in cryptocurrency from a wallet controlled by Yanis Alexandrovich Antropenko, who was charged with ransomware attacks on individuals and companies.
