According to the latest job postings, Tesla is hiring drivers in New York to operate vehicles equipped with "autonomous driving systems," although it does not yet meet city requirements.

The company is based in Queens. These positions involve operating specially equipped vehicles over long distances and collecting audio and video data to train Tesla's autonomous driving technology.

However, the New York Department of Transportation (DOT) told CNBC that Tesla has not applied for the permits necessary to test autonomous vehicles on city streets. Without these permits, the company is not allowed to operate robotaxis in New York.

According to DOT, any company obtaining a license in New York must have a "trained driver ensuring safety and ready to take control of the autonomous vehicle (AV) at any moment."

The U.S. Department of Transportation also reported that another company, Waymo (a subsidiary of Alphabet), which is reportedly a leader in the robotaxi field in North America, has also applied for permission to test its autonomous vehicles in the city. Its application is still under review.

As for Tesla, the announcement on its website states that the company is looking for test drivers in the Queens area. Employees will be "responsible for operating the engineering vehicle for extended periods, as well as conducting dynamic audio data and camera data collection for testing and training."

For legal testing of autonomous vehicles in the city, companies need to have a trained driver ready to take control at any moment. It seems that new Tesla employees are participating in current training, but the necessary permission is still lacking.

Tesla is not stopping at New York. The company is also looking for test drivers in several other cities: Dallas, Houston, Tampa, Orlando, Miami, and Palo Alto, California, where Tesla's engineering offices are located. These job openings indicate that Tesla is ramping up its testing of its full self-driving system, which it sells in the U.S. as "FSD Unsupervised." Just last week, Tesla received permission in Texas to launch a robotaxi service without requiring a driver on board.

Since June, Tesla has been quietly operating a small fleet of robotaxis in Austin. Employees sit in the passenger seats to replace the driver if necessary. So far, the service is available by invitation only, but CEO Elon Musk recently hinted that it may soon become publicly available.

Tesla is also launching a similar limited "autonomous ride-hailing" service in San Francisco. However, local regulators have made it clear that the company cannot yet call it a taxi and transport passengers completely autonomously.

Last week, Musk wrote that the company "is working as quickly as possible to get over 100 Tesla vehicles set up for autonomous ride-hailing (the words 'taxi' or 'cab' are prohibited in California) in the San Francisco Bay area and allow anyone to request a ride."

Tesla's push into the autonomous vehicle market has not been smooth: the company has faced federal investigations, lawsuits, and recalls related to crashes during active autopilot or full self-driving (FSD) use. According to Musk, the company is upgrading its SFD system, suggesting it may be available next month.
The California Department of Motor Vehicles sued Tesla for what it called misleading advertising regarding driver assistance features. While Tesla's manuals emphasize that drivers must be vigilant and ready to take control, Musk and Tesla have repeatedly stated that their cars can "drive themselves," further complicating the situation.
Meanwhile, Tesla's core business – selling electric vehicles – is facing difficulties. Sales this year have slowed, especially in Europe. Critics partly attribute this to Musk focusing on the Cybertruck rather than a more affordable model, and his controversial political statements that have turned away some customers.
