in which country are you trying to link a new card

HELLO DEAR COLLEAGUES I need your help it’s already the third day has passed I can’t link the new plastic card I uploaded all the documents even the utility bills say your location doesn’t quite match your region oh my god what kind of nonsense have they come up with.
