INSS (National Institute of Social Security) beneficiaries who were victims of undue discounts will start receiving refunds on Thursday, the 24th. The refund will be made to the account where the benefit is paid, in order of adherence – those who joined the reimbursement agreement first will receive first.

Data released by the agency states that at least 714,000 have already joined the agreement and are eligible to receive the amount this week. This number represents only 36% of the total beneficiaries eligible to sign the adherence. In total, frauds against 1.9 million people have been confirmed, making them eligible to accept the terms of the refund.

The payment of the refund will be made in a single installment, with the amounts adjusted according to the IPCA (Broad Consumer Price Index, the official inflation rate of the country). According to estimates from the Minister of Social Security, Wolney Queiroz, about 100,000 people will be paid per day, aiming to reach 1.5 million beneficiaries within 15 days.

How to join the reimbursement agreement?

Retirees and pensioners who contested undue discounts between March 2020 and March 2025 and received no response from the associative entities will receive the amount back without needing to go to court. Just join the proposal through the Meu INSS app (available on Android and iOS systems) or in person at the post offices.

Through the Meu INSS app?

  1. Access the Meu INSS app with your CPF and password;

  2. Go to 'Consult Requests' and click on 'Fulfill Requirement' for each request (if there is more than one);

  3. Scroll to the last comment, read carefully, and in the 'I accept to receive' field, select 'Yes';

  4. Click on 'Send' and you're done. Just wait for the payment!

Who can join the agreement?

Retirees and pensioners who contested undue discounts and who, after 15 days, did not receive a response from the responsible entities can join the agreement.

Is it still possible to contest?

Yes! The service channels for inquiries and contests regarding the discounts made by the entities remain open and will be available until at least November 14, 2025. The federal government states that it may extend the deadline if this need is identified.

Contests can be made through the following channels:

  • Meu INSS app

  • Telephone service center 135

  • Post offices partnered with INSS

And in cases where there was a response from the entity?

In cases where the entities responded, the documents are still under review. Therefore, the beneficiary does not yet have the option to join the agreement. They will be notified and can choose between: either through the Meu INSS app or at a post office.

  • Accept the documents;

  • contest due to suspicion of ideological falsehood/misleading information;

  • Say that they do not recognize the signature.

If there is a contest, the entity will be summoned to return the amounts within five business days, and the case will undergo an audit. If the return does not occur, retirees and pensioners will be advised about the appropriate legal measures, with legal support in partnership with the Public Defenders of the States.

Inquiry about the amount is already available before joining

Before confirming adherence, insured individuals can already check the amount they have to receive, either through the Meu INSS app (website or app) or in person at a post office. Joining is simple, free, and must be done exclusively through these two channels.

The Central 135 is available only for inquiries and contests regarding discounts, and it is not possible to join the agreement by phone.

Reimbursement

The reimbursement plan has been approved by the Federal Supreme Court (STF), based on a settlement signed between several institutions. In addition to the Ministry of Social Security and the INSS, the pact was signed by the Attorney General's Office of the Union (AGU), the Public Defender's Office of the Union (DPU), the Federal Public Ministry (MPF), and the Federal Council of the Brazilian Bar Association (CFOAB).
