2025年6月，美国民主党参议员提出 HB 2058 法案，针对萨尔瓦多总统布克尔（Nayib Bukele）与其制定的 Bitcoin 政策，该法案要求美国国务院提交一份关于“加密货币是否被用作布克尔政权腐败工具”的报告。 重点调查萨尔瓦多用于购买 $BTC 的资金总额，政府控制的 Bitcoin 地址，是否存在挪用或不透明资金流向。以及是否存在利用 BTC 规避国际制裁的行为。我知道很多小伙伴会奇怪，这明明是人家萨尔瓦多自己的事情，为什么会轮到美国管理？ 实际上从2021年萨尔瓦多将 BTC 定为法币以来，美国就对该政府极为警惕，一方面是 BTC 作为支付来说实际上是绕过了 美元 结算的体系，要知道 BTC 是不受 Swift 控制，美国担心它成为灰色资金或者是资恐的通道。另一方面美国也担心如果萨尔瓦多成功了，那么可能会有更多的落后国家效仿。这会进一步消弱美元的地位。 另外从实际上感觉到这不像是川普的作风，川普和布克尔的多次沟通还是挺不错的，尤其是将 $BTC 作为战略储备和萨尔瓦多有一定的相似，所以这次更多的应该是民主党出手，本质也不是为了打击 BTC ，更多的应该是美元霸权的延申。
