Cryptocurrencies are not legal tender: Since 2018, the State Bank of Vietnam (SBV) has prohibited the issuance and use of cryptocurrencies as a means of payment, punishing these activities with fines (150-200 M VND) .

Permission for purchase and ownership: Although the use as a means of payment is prohibited, ownership and trading (for example, buying BTC or ETH) are tolerated under the category of “virtual goods” .

📅 Recent legislative advances

1. **Swift government action (March 2025)**

The Prime Minister ordered the Ministry of Finance (MOF) and the SBV to draft a legal framework for digital assets, presenting the proposal before March 2025 .

2. Laws in development

Digital Technology Industry Law (DTI): will include a formal definition of “digital asset” and establish regulatory “sandbox” zones .

Resolution on financial center: contemplates the creation of a regulated platform for operations with digital assets (~2026) .

Pilot resolution on crypto assets: launches a pilot program for the issuance, exchange, and custody of crypto from its enactment until 2027 .
