🇻🇳 Under the leadership of Prime Minister Pham Minh Chinh, the Ministry of Finance and the NBU (State Bank) are developing a legal framework for digital assets and cryptocurrencies with the goal set for the previously mentioned summer of 2025 — although the Ministry of Finance has already opposed setting a 'hard' start date for operations.

1. The legal status of the 'gray zone', especially the lack of a clear definition of assets, poses fraud risks and hinders industry development.
2. A regulatory sandbox creates space for testing exchanges and NFTs/mining without premature bans, but with oversight.
3. Economic incentive — a legalized market will allow businesses to remain within the country, taxes and capital will stay in Vietnam.
4. Global recognition — Vietnam ranks in the top 3 by the share of crypto holders (Chainalysis), making the reform a priority and attractive to investors.
