The second round of London talks between China and the United States has concluded. Trump stated today:
"We have reached an agreement with China, which ultimately needs to be approved by the leaders of both countries. All magnets and all necessary rare earth elements will be supplied by China in advance. Likewise, we will provide China with the agreements reached by both parties, including the use of our higher education resources by Chinese students (I have always been very pleased with this!). We both enjoy a 55% tariff, while China enjoys a 10% tariff. The relationship between the two sides is very good! Thank you for your attention to this matter!"
Trump's statement contradicts normative understanding; the official text is certainly not as articulated by Trump.
"All magnets and all necessary rare earth elements will be supplied by China in advance." What does this mean? If I understand correctly, it means I urgently need rare earth mineral materials, you supply them first, and then we will fulfill related commitments. If this is the case, how can we comply together!
"We will provide China with the agreements reached by both parties, including the use of our higher education resources by Chinese students."
Chinese students choose to study in the United States as part of educational exchange between China and the United States, and it is certainly not an encroachment on American educational resources. For many years, Chinese students have made significant contributions to American research. Today's America is closely related to the contributions of outstanding talents from around the world.
If the United States handles trade relations and national relations based on such a perceptual foundation, to be honest, it is unreliable.
