Main Takeaways
Binance supported CEPOL’s EU4Security Project’s training sessions in Moldova in March and May 2025, offering essential insights into blockchain analysis and crypto-related crime to bolster the digital investigative skills of regional law enforcement.
The in-person training in March, where Binance was the sole crypto industry representative, equipped 25 Moldovan law enforcement officers with foundational skills in OSINT and cryptocurrency investigations. The follow-up training in May 2025 provided details on Binance operational support with a focus on advanced case studies focused on extortion and ransomware investigations.
The training sessions for Moldovan law enforcement agencies are significant due to the country's role in the European digital ecosystem, where Binance's contributions help strengthen regional efforts against cybercrime and support cross-border collaboration.
In March 2025, Binance proudly participated in the Open-Source Intelligence (OSINT) EU4Security training organized by the European Union Agency for Law Enforcement Training (CEPOL) in Chișinău, Moldova. This initiative brought together 25 practitioners from the country’s various investigation units for a hands-on program aimed at strengthening their digital capabilities.
The training was part of the broader EU4Security Moldova project, an initiative launched by CEPOL and the European Union to enhance the capacity of European law enforcement officials with practical tools and knowledge needed to better harness publicly available data in the fight against crime.

Binance was the only crypto industry representative to present at the training, the invitation signaling growing recognition of the essential role that blockchain analysis plays in modern financial investigations. A member of Binance’s Special Investigations Team led a dedicated session tailored to the evolving landscape of crypto-related crime and open-source intelligence, providing participants with technical tools, real-world examples, and practical guidance.
Last year, the EU and CEPOL launched the EU4Security Moldova project to strengthen the operational capacity of Moldovan law enforcement officials and their cooperation with the relevant private-sector partners.
By contributing to initiatives like EU4Security alongside organizations such as Europol and CEPOL, Binance continues to demonstrate its commitment to cross-border collaboration, capacity development, and ecosystem safety.
Binance’s Session: A Deep Dive into Crypto-Assisted Crime
The Binance presentation back in March 2025 provided a structured overview of how cryptocurrencies intersect with cybercrime, along with actionable insights for law enforcement, covering several core areas.
1. Fraud and Scam Landscape: A focused overview of prevailing scam typologies, especially the rising trend of "pig butchering" scams – an emotionally manipulative and financially devastating scheme that lures victims into fraudulent crypto investments. Binance’s speaker detailed how these scams typically unfold, what digital footprints they leave behind, and how investigators can spot early indicators of deception.
2. Basic Cryptocurrency Concepts: To equip the officers with a foundational understanding of digital assets, the session covered key cryptocurrency concepts and principles. The presenter demystified crypto’s technical layers, providing a springboard for officers to confidently interpret crypto-related data as part of OSINT tasks.
3. Tracing Methodologies: Participants were introduced to core blockchain tracing techniques and learned how to follow the money in a decentralized environment. While remaining tool-agnostic, the presentation emphasized how investigators can leverage publicly available blockchain data to trace illicit funds, link wallet addresses to criminal behavior, and support financial intelligence efforts.
4. Real-World Case Studies: The presentation drew on actual cases that Binance has encountered through its investigative work, shedding light on how Binance collaborates with global law enforcement to detect, freeze, and disrupt criminal activities on-chain.
5. Requesting Binance Support: Law enforcement officers learned how to submit official requests for assistance to Binance’s Financial Investigations Unit, including the process, required documentation, and the kind of support Binance can provide, from case insights to emergency response.

The attendees engaged with the content enthusiastically, noting that Binance representatives made it "easy to understand" given their limited knowledge of the topic. They appreciated the importance of training on crypto-related crime and the importance of public-private partnership to fight the illicit use of cryptocurrencies. However, they acknowledged that the subject is "challenging" to follow up on due to the lack of tools, knowledge, and dedicated personnel. Additionally, Binance received requests for more training and workshops to be delivered under CEPOL programs.
Going Deeper: A Follow-Up Training Session
On May 14, Jarek Jakubcek, the Head of Binance’s Law Enforcement Training Program, along with our Special Investigations team, delivered an online training session as a follow-up to the OSINT EU4Security Moldova event. The session focused on Binance’s updated guidelines for law enforcement cooperation, providing participants practical guidance on how Binance supports criminal investigations, as well as advanced cryptocurrency case studies on online extortion and ransomware investigations.
The follow-up session attracted more than 20 Moldovan experts – including prosecutors, anti-corruption police and financial intelligence officers, and specialists in counter-terrorism financing. The initiative allowed Binance to continue boosting Moldovan crime fighters’ investigative capacity and further strengthen public-private collaboration in the fight against crypto-enabled crime.
Final Thoughts
Binance’s participation in EU4Security Moldova is part of a broader mission: to close the knowledge gap between traditional law enforcement and emerging financial technologies. As the crypto landscape continues to evolve, so too must the tools and understanding of those working to safeguard it. Events like this not only foster stronger public-private cooperation but also help build a safer, more resilient digital economy, one partnership at a time.
