The draft Law on Digital Technology Industry has dedicated a chapter to digital assets, divided into 3 groups: digital assets, virtual assets, and encrypted assets. However, many National Assembly delegates believe that this classification is still general and lacks clarity. They propose a more specific division, such as: personal identification, data, software, digital content, NFT…
📣 In particular, the draft does not consider digital assets as "money" – which makes many startups hopeful for specific guidance from the law to help them access bank capital.
💬 Mr. Nguyễn Kim Hùng (Kim Nam Group) affirmed: “If there are clear regulations on identifying and valuing digital assets, bank funds will flow strongly into small and medium-sized enterprises.”
🎓 Dr. Lê Thị Giang (Hanoi Law University): “The initial legalization of digital assets is a positive signal, but more guiding documents are needed for effective implementation.”
