The Head of the Bank of Russia, Elvira Nabiullina, announced that the government is working to approve an experimental framework allowing qualified investors to legally trade cryptocurrency.

According to the Central Bank, a qualified investor must meet at least one of the following criteria:

• Hold a degree in Finance and Credit, Economics, or possess an academic title in economic sciences.

• Earn an annual income of 20 million rubles or more over the past two years.

• Own assets worth at least 12 million rubles.
