On May 12, 2025, the Office of the President of Ukraine blocked the consideration of the draft law on cryptocurrency regulation, reported MP Yaroslav Zheleznyak. The document aimed at the legalization and taxation of crypto assets will not be considered in the near future. The reasons for the OPU's decision remain unknown, causing discussions among market participants.

Draft bills No. 10225 (NSSMC) and No. 10225-1 (MinDigit), developed since 2023, were intended to bring crypto assets out of the shadows by harmonizing regulation with the European MiCA standard. They provided for transparent rules for exchanges, taxation (5% personal income tax, 0% VAT until 2024), and protection of owners' rights.

Experts believe that the ban may slow down the development of the crypto hub in Ukraine, which ranks in the top 10 countries by the number of cryptocurrency users. Ukrainians earned $850 million on cryptocurrency in 2023, but without clear regulation, the market remains vulnerable.
