According to Scroll co-founder Ye Zhang,Scroll is now the first zk-Rollup to achieve Stage 1. The Euclid upgrade introduced key improvements: 1) No arbitrary upgrades, allowing users time to exit before system changes; 2) No censorship risk, enabling direct Layer 1 transaction submission; 3) No liveness worries—if the sequencer or prover fails, the network opens to all, maintaining operation. As known,the L2 Rollup framework divides rollups into three stages: Stage 0 (operator-run, open-source state reconstruction), Stage 1 (smart contract-governed, full proof system, security council), and Stage 2 (fully decentralized, permissionless proofs, minimal council role).
